• Communication and awareness: This parameter includes the promotion of cleanliness and sanitation through communication and awareness initiatives.
• Data management: This parameter includes the use of data to improve the effectiveness of cleanliness and sanitation activities.
• Capacity building: This parameter includes the training and capacity building of municipal staff and citizens in cleanliness and sanitation.

The top 100 cities in the survey will be awarded a certificate of excellence. The city with the highest score will be declared the cleanest city in India.
